Does the P1690 code require a dealer repair?

Engine would not start.  Jump started the car and then it started.  P 1690 code and SMARTRA no response .

For this you need a factory level  grade scan tool  that can do smart key and relearn the key if not registered , smart key ECU communication is required. For now you should check the fuse listed as I/P replace if opened. It advantage is with the dealer.
