my 2005 Dodge Neon  the battery started dying  and then we noticed a short (burn mark) in the Starter power cable. we thought it was the starter... then we thought the alternator..  but both parts tested fine... we did the key on of on to get the check engine code  but only got 10 flashes with no pause.. we checked it 4 tiems with the same result... what does that mean?  the computer is fried?

Checking for code by cycling the key is not even recommended by Dodge. Use a code reader , Does the instrument panel say anything like  NO BUS, The PCM (PCI BUS) need to be determine, You can have just a blown out fuse for the ignition switch , and in turn the ASD relay will not operate, 10 flashes there is no code for that
