Would you please let me know how I can find out my car's engine is in start-stop state, using OBD2 data taken from OBD dongle? Also, is it possible that I find the idle state to turn off my car manually?

Start and stop or heavy duty use vehicles such as a taxi car, The engine wears out faster, you can use if any provided  its maintance schedule on how often the brakes where replaced, As for using the OBD II , the purpose for it is to inform the driver that they are exceeding emission limits, where the catalytic convertor can not handle the excessive emisssion
