P1660 OBD II code on '96 cadillac eldorado fix

The cooling fans do not come on. This sets off the "service engine soon" light. OBD II code is P1660 (cooling fans control circuit) My question is, what to check in what order to rectify this. Access to the coolant sensor and relays require removal of other parts, so a proper sequence of checks seems essential.
Vehicle: 1996 cadillac eldorado 4.6L base model

Here a list of a troubleshooting tree, before going into it check the ground , ground checking is always a missed sequence, and sometimes the source of the problem it listed as G107. Not to jump to conclusion, this tends to be the quad driver problem,
