ho2 sensor has reading of 0.00

Question

P0138 code appeared. Replaced ho2 sensor and cat now ho2 sensor has reading of 0.00v. Thought the ho2 was bad so switch of for a new one and still no reading. Eventually I was able to get a reading of 0.015. Sensor 1 bank 1 is running around 3.4v

The 02 sensor or A/F sensor works of a EFI relay, and it is fused protected, Replace the EFI relay , and check the fuse listed as EPC which is a 30 amp fuse, also check to see if power is there
