subaru error code P1241

Question

I have  P1241 error code and not any boost from primary. I changed nutty box and vacuum lines, but have looked many times from wiring diagram that everything went okay. So I think that vac lines have to be connected correctly. Before that the car had not much power before 4000rpm, but I had not measured the boost pressure. Secondary turbo works well.

Is there any possibility to test primary turbo for example put continuous vacuum from somewhere directly to the turbo? I mean that then I can maybe know if there is any mechanical problem in turbocharger without remove it.

Engine is EJ206 and car is Subaru 99 GT-B4.
