two codes ,p1351 and P/D,icm looks new,engine won't start,overnight batt.dead

P1351 IC circuit high voltage

Engine will not start, on the tach terminal , there should be no connection added to the tach signal, If there is any component connected to the tach wire have it removed then recheck for engine starting
