P0500 code, speedometer not working

Question

I have a '96 Dodge Stratus with a P0500 code.  I've replaced the OSS and reset the code, but code returns.  Also, speedometer doesn't work and cruise control won't set.  I would like to test the harness/connector to the OSS, but do not have the required testing info.
