The engine cuts out around 65 mph. Could this be a fuel cap or something else.

This code could be the result of a bad fuel cap or a sticking or stuck open vent control valve. This is not the reason for the engine cutting out on you at 65 however. What you should do is have a smoke test done to find the leak in the evap system that is preventing the vacuum from happening.
