This code is for incorrect purge flow. Most of the time when you can't start after a fillup it's because the purge valve is stuck open. This allows the fuel vapors to run into the engine and cause it to be flooded. When it's flooded it won't want to start. Sometimes holding the gas pedal all the way down will allow it to start.
