How to test air pump Saturn ion 2006

Both air pump and check valve appear to work when 12v was directly applied to terminals of these devices. Have disconnected the hose that goes from air pump to air filter housing. With air pump ON, there is NOT is strong vacuum air pull here.
Light is ON on dash board.
