P0402 codes pops up on my 1998 Ford F150 5.4L V8, how do I fix it?

There's no power when I press on the gas pedal, The RPMs surge and it takes awhile to gain speed but the P0402 code is the only thing that pops up. How do I fix it? And what else could it possibly be?

P0402 the RPM surges, the EGR is stuck open . if this is the only code replace the EGR this should resolve the surge of the RPM
