If the Brake light is on , the ABS will be disabled, so the first approach to this is to inspect why the brake light is on, either the parking brake light indicator switch is faulty, or the brake level indicator is faulty, Ford does have a sensor on the brake master cylinder that goes faulty . In either if these cases any of the faulty switch will set the ABS light on.
