Code po452 is still on after replacing the fule tank pressure sensor plug

Question

I have the PO452 code coming up on my 1998 chevy s10.... I checked the lines and did a smoke test ... I didn't see any leaks.... I replaced the fule tank pressure plug  and the code popped back up PO452... what could be going on ?

P0452 Fuel tank pressure sensor circuit low

This is where you measure the reference voltage for its 5 volts , disconnect the Fuel pressure sensor measure the reference voltage if less than 4.5 volts you need a ECM
