How do i fix it?

Question

My cat started to sputtering and the check engine light started to blink. When I got off the interstate to pull over it stopped and hasn't done it again but my check engine light stayed on. The codes are P0138, P1491 and P0139.

P0139 Oxygen sensor slow response Bank 1 Sensor 2

P1491 Vacuum cut valve bypass valve

None of these code are the causes for the engine to sputter , or the CK ENG LT to flash. When a CK ENG LT flashes this is a indication of a misfire condition that is occurring,
