p1656 ocv fault symptoms

Question

hi, lexus is200 running really poor.....like its missfiring....had a code thrown up p1656 and engine light on, which says ocv open or short bank 1....
removed ocv and cleaned it.....tested it with battery power and it seems to be working (throwing valve in and out)
refitted it, cancelled codes but still the same...engine light back on as well...
any ideas?
