the 1130 code disappears, then reappears again, the car runs fine at all times. There are no vacum leaks and no exhaust leaks found. The freeze frame indicates dtc p1130, fuel syst1ol-drive, fuel syst2  cl, load-% 22.4,  etc (c) 85, shrt ft1 18%, long ft1 3.1%,  short ft2 -8.6%, long ft2 12.5%  rpm 1918/min, vss  87km/h, iat (c) 27degrees. Does this data tell what is the cause of code 1130?
Vehicle: 2002 toyota sienna 3.0L

Yes it does if you see Fuel system 1 as OL this means it is at open loop, where the ECM does not see Bank 1 Sensor 1 02 sensor cycling. If Bank 1 sensor 1  oxygen sensor was recently replaced , you have problem with the ECM.
