What does a P1853, transfer plate short to ground mean?

check engine light on and sport mode light flashing.   Only 4th gear and reverse.  Will reset on restart and ok if above 3rd gear, but when coming to a stop it pops again.
Vehicle: Subaru, 2005 ll bean, 5eat 3.0
