HELP WITH O2 SENSORS

P0139-o2 Sensor 1/2 Slow Response

I've had this code for almost 2 months now.  both of my O2 sensors have been changed and the engine light still comes on.  im not sure if its something else i should fix but im out of ideas.  if you guys can help in any way i would appreciate it.

Any exhaust leak prior to the 02 sensor? If everything is correct and P0139 is set in the PCM  and the cause of P0139 can not be determined. Dodge has put out a TSB about this condition it involves reprogramming the PCM . TSB # 18-011-08 REV C.,
