The best way to test an O2 sensor is with an oscilloscope, but if is not available you can test the resistance, although is not very accurate.

Resistance between terminals “1” and “3” = 2.3 - 4.3 ohm at 25°C (77°F)

Resistance between terminals “2” and “1”, “3” = Infinity resistance (Continuity should not exist)
