Is my ecm bad or am i grounding a circuit?

Question

Coil checked out good
new spark plugs
power to coil and injector -14 volts
95 psi compression
Keeps throwing p0354 code
dead cylinder

P0354 Ignition coil number 4 primary circuit

​ On one side of the ignition coil there should be battery voltage and on the other side there should be a pulse ground signal. If you do not have that pulse ground signal the ECM is faulty.
