Where do you begin repairing a P1383 trouble code on a SVT focus?

P1383 Variable valve timing over retarded (Bank 1)

The beginning should start with checking for power , when this code set some of the causes are electrical, or the VCT is stuck open ,or  the cam timing is incorrect. In a majority of repair when P1383 is set the VCT replacement is the fix.
