This is a faulty ecm or wiring? ?

I have the P0641 P0106 P0452 along with the ENG PWR REDUCED the Car fails to start at first and then when it does jerks on first gear, like i was pressing and letting go of the gas, is an 09 Cobalt ls manual.  Any help is really appreciated

P0641 5 Volts reference 1 circuit

P0106 Manifold Absolute Pressure Sensor (MAP Sensor) performance

P0452 Fuel tank pressure sensor circuit low

This is what will happen when you have a 5 volt 1 circuit that is low, more than anything this would be a issue with one of the sensor, The 5 volts reference 1 circuit connects with The MAP sensor, Fuel tank pressure sensor, A/C pressure sensor, APP (accelerator pedal position , exhaust camshaft position sensor, intake camshaft position sensor, Since you have 2 sensor that are in line with the 5 volts 1 reference circuit that has set a code condition, you should suspect these 2 sensor as being the cause for P0641 to set,
