my engine idle is limited first time. After it is not possible to start engine( code P0075)

The intake valve timing (IVT) control solenoid valve retards and advances the engine timing. If the valve is stuck in the retard position, the engine power will be reduce, the engine light will set and could have some rough idle. I hope that answers your question.
