P1659 ETCS control relay off malfunction

If you know the territory you would know the fix. what happens when P1659 is set , Voltage is not applied from the ECTS control relay for at least 0.2 seconds , at this time when the CK ENG LT comes on you would have a trouble code and a freeze frame set in the ECM. To make the repair simple start with the basic , The Throttle actuator is fuse control, in the under hood fuse /relay box check its fuse, listed as fuse 18. and replace if open, there is also a relay that may be faulty, (do not swap relays) replace its relay in the engine fuse /relay box.
