Hello! So I tested the vent control valve directly from the battery, it works. I tested the voltage at the wire harness for the valve, I have batt voltage at the harness. I plug in the vent valve and nothing happens, but if i ground the valve else where on the vehicle, and use the + terminal from the wire harness connector, the valve will operate. When I looked for voltage at the connector i used the pins from the harness, for + and ground.
Vehicle: 1996 Nissan Maxima V6 3.0L

P0446 Evaporative emission control system Vent control circuit malfunction

A improper voltage is sent to the vent control , the ECM sends the ground to command the vent solenoid on. If vent solenoid works by mean of external test, this only proves the ECM is at fault
