CATALYST-INCOMPLETE What sensor should I change?

2001 Toyota Highlander (2AZ-FE)
Problem: Catalyst-Incomplete. No additional Code Error
Drive Patter Procedure was executed several times. I ensure the Preconditions were met, but readiness status does not switch to complete. I suspect that a sensor could be badly degraded, but I don't know which one.
Please advise.
