P1480 = Fan Secondary Low with Low Fans On

It means that the Engine Control Module (ECM) sent the signal to turn the cooling fan ON and while sending the signal the ECM detected that the circuit was too low.  An open circuit to the fan or a damaged cooling fan can cause this problem. Also, check all the cooling fan fuses.
