2001 Subaru Forester 2.5L with engine code P0483. How do you correct this code?

This code is for a cooling fan malfunction. Make sure the fans are coming on. Make sure the car isn't overheating. This code normally occurs when the car is overheating and the cooling fans are unable to cool it off.

I have also seen this happen if the fans don't run when the car is up to the temp they should come on. Even seen the fans left unplugged after a timing belt install.
