How to fix U1039 code on my lincoln? (invalid or missing data for primary id/vehicle speed)

I have a 2001 lincoln towncar and and I have a U1039 code (invalid or missing data for primary id/ vehicle speed. I don't have any idea what I am dealing with? What part do I need to replace?

Are there any other symptoms? if you are also experience a problem with the ignition switch, it is possible that the problem is the ignition switch. There is a bulletin for that problem.
