Hi there,

The code is actually for purge flow when the engine isn't running. Basically the purge control solenoid is stuck open. So, when you fill the car with gas, the fuel vapors are going into the intake manifold. When this happens you are basically flooding the engine. This is why the car is hard to start. You will likely need to replace the purge control solenoid to resolve the issue.
