This code means the target idle speed incorrect. This would come up when you have the type of idle issues you have. Normally its the result of a vacuum leak or possibly the throttle cable is sticking. Also, the idle set screw could be out of adjustment although most are set at the factory. I would check for vacuum leaks to start with.
