1988 Pontiac fiero codes 32 and 35 what is causing the engine not to turn over?

won't turn over giving code 32 and 35?  what is going on?

Code 32 EGR vacuum control

Code 35 Idle speed error

These code will not keep the engine from start but will not allow the engine to idle properly, If the engine will not start you would need to do the basic test, such as ignition spark, checking to see if fuel is being delivered.
