Catalytic convertor below threshold mean it can no longer control harmful emission emitted into the atmosphere. In order for the catalytic convertor to work properly the engine has to go from rich to lean by use of a front 02 sensor which is the engine management, and a downstream 02 sensor which is the catalytic monitor sensor. When a catalytic degrades it is no longer able to store oxygen which is necessary for a reduction in harmful emission .
