What does code p0456 mean?

Car won't start. 'Restricted  performance' light appears

DTC P0456; LEAK DETECTED: LARGE/20 THOU/40 THOU, PURGE VALVE CIRCUIT MALFUNCTION, OPEN/SHORT CIRCUIT 

If the car won't start and you just fueled it, it's possible the engine is flooded. With this code it could be a purge valve that is stuck open allowing the fuel vapors into the intake which will essentially flood the engine.
