Hi there, The code is for the fuel tank pressure sensor. When testing the pressure sensor you will also test the canister closed valve. If the ccv has failed, it will either cause the FTP to be to high, if it's stuck closed, or to low if it's stuck open. Since the FTP sensor really only tells the computer what the pressure is, the code is typically caused by one of the other items in the system. Usually the CCV. You can test that by removing it, then adding a power and ground feed to it. If it moves like it should, then the FTP is the problem, if not, then replace the CCV
Since it starts hard after a fill up the issue could also be with a stuck purge control solenoid. If it's sticking open, then when you fill the tank, the fuel vapors will go into the intake manifold and flood the engine.
