P0115 Nissan - N16 ALMERA Euro spec an second fan won't

Question

Have used the service manual to make sure all the other area are in spec. Getting 4.76 v from the ecu the ground has continuity. the sensor have the correct voltage as the heat rises an it get to the 0.9 v anthe the first fan comes on but not with the second with it really the rad fan. For sure in know the fans are working.
