The best way to find out is with a scan tool either with a text data or a graph data.

Using the upstream 02 sensor Bank 1 Sensor 1 this 02 sensor is in fuel control, nothing wrong with this 02 sensor, This engine is in fuel control

This vehicle set a P0420 here the down stream 02 sensor Bank 1 Sensor 2 is reading below 650 mv which is a indication of a faulty catalytic.
