2001 Hyundai Sante Fe, what does the code p1723 mean?

P01723 Transmission is in fail safe, This relay either blew a fuse,got shorted, got open,something blew this fuse,or its not making connection which is poor mating connection The ECM doesnt know some one needs to visual inspect this
