2006 Pontiac Solstice 2.4L with engine codes P0420 and P1174

Question

This code can be erased and not come back on for several months. After dealing with this code for what seems forever now all of a sudden thee car seems to be sluggish lacking in acceleration could it be from this code someone has told me it sounds like a catalytic converter.
