P0036 Volkswagen - Can't reset?

Sensor was replaced with new bosch sensor however check engine still on...several attempts to reset, unsuccesful. What are we missing?

Vehicle: Volkswagen Rabbit 2007 2.5l

P0036 Heater control circuit Bank 1 sensor 2

Voltage missing for the heater control circuit  for Bank 1 Sensor 2. The voltage for the heater control should be 4.5 to 5 volts with key on engine off.
