2004 Toyota Highlander V6 with engine code P0430. Do the O2 sensor and Catalytic Converters need to be changed from under the vehicle?

The catalytic convertor is part of the exhaust manifold, do you need to change it from under the vehicle it depends according to what Bank  you are going to be working on.

 

Here a catalytic convertor which is part of the exhaust manifold. you need to go under the vehicle to remove the catalytic completely
