1999 Plymouth Breeze with engine code P1698

Question

Hi, I'm having a bit of a time with my 1999 Plymouth Breeze. at first, it gave me a code P1899 which is for park/neutral switch, changed that and the inner and outer speed sensor along with the transmission gear solenoid still didn't fix the problem. car hesitates, check engine comes on then goes off showing know codes and resets my computer to 3 codes ready. after rewiring the broken wires on 2 harness it's now saying code p1698 which is ECM not communication with TCM can you help

P1689 No CCD message from PCM

You have to measure the ohms from the CCD + on the TCM to the CCD + on the ECM and the same with the CCD -.

they should measure 5 ohms.
