Code po141 heated rear o2 sensor, does this mean there's something wrong with the entire electrical system?

P0141 H02S heater perfromace Bank 1 Sensor 2

No nothing wrong with the entire electrical system  if you have just this one code, what wrong with what you have now is just the downstream 02 sensor
