I have a 2000 Cadillac Deville with code P0412 or P1415 that I can't get rid of. What do I try next?

Both pumps operate when I jump the relays. I have replaced both relays and the vacuum switch. Both check valves operate when I apply vacuum. The pumps still do not come on when I start the car. What should I try next?
