P2770 Toyota - 2005 SCION XB

Question

MY 2005 SCION XB keeps displaying the 'check engine' and we have replaced the motor and trans
mission. Cleared the codes. but the P2770 CODE keeps reapearing. Now its over due for the smog inspection. Idk what to do. Every smog station I have taken it to will not test it,because of that 'CHECK ENGINE ' LIGHT. Any suggestions. PLEASE ADVISE
