If I get the transmission fluid changed will that possibly make the solenoid work and shift gears again or does it need to be replaced?

Typically changing the fluid and filter doesn't resolve the code, but replacing the solenoids or the valve body will solve the issue. So, you don't usually need to replace the entire transmission, just the solenoid.
