The best way is to inspect for any vacuum leaks that may occured. and the the cooling system, Depending on the emission test that was perfromed, if this was a enhanced test, where the vehicles goes onto a dyno, the  way it operates, there is a 15 miles per hour test, and a 25 miles per hour test. at the 15 miles an hour test the dyno would load the engine  where pressure of the engine managment system is tested,at the 25 mile per hour the the emission test would simulate a engine that under heat.
