2006 Chevrolet Impala 3.5L with engine code P0633

Question

hi i have 06 impala theft light on car wont start, use a scanner scan code come up a p0633. i use my tech2 scanner to reprogram theft already still wont do anything code still pop up car not start at all

P0633 Theft deterrent key not programmed

The reprogram would of been the last step, the only resolve would be to replace the ECM.
