I have a 2003 Mazda protege with code P2009, is it safe to drive? if the intake manifold runner control circuit low. And what does this mean?

P2009 Variable tumble control (VTCS) solenoid valve circuit low input

What the variable tumble control does is it control the fuel mixture by use of the shutter valves which helps in the reduction of pollution and as a end result increase low end torque., It is safe to drive , yes it is,  it will not have  any noticeable  perfromance , When a condition is circuit low check the VTCS solenoid for proper good connection , If good you would need a solenoid for the VTCS
